HomeMy WebLinkAboutWater GIS TechnicianUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Water GIS Technician Department: Public Works Division: Water Supervisor: Assistant Superintendent – Water / Water Superintendent FLSA: Non-Exempt Civil Service: Yes Pay Grade: 12 Job Number: 1215 Job Summary Prepares, maintains, and updates distribu�on and service system maps, plats, graphics, sta�s�cs, web applica�ons and presenta�on materials with extensive use of geographic informa�on systems (GIS). Use global posi�oning system (GPS) instruments to collect u�lity infrastructure data and train others in the use of basic GPS data collec�on. Under general direc�on, conducts on-site inspec�ons of water construc�on including subdivision and site plan projects for conformance with codes and standards. Par�cipate in construc�on plan reviews. Tracks all aspects of water construc�on projects. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • U�lizes GIS to produce accurate maps, web applica�ons, plans and graphics. • Trains others in the basic use of GIS applica�ons and equipment. • Updates and creates GIS maps and applica�ons as needed from as-built provided drawings or CAD files. • Establishes standards and procedures to organize and maintain u�lity records. • Maintains plan storage and mapping system, such as base maps, web applica�ons, distribu�on and service system maps and related informa�on. • Collects GPS informa�on on u�li�es and use within GIS. • Manages water asset inventory and other associated asset data within asset management so�ware and GIS. • Tracks and consolidates all aspects of water system construc�on, including pressure tes�ng, bacterial tes�ng, and as-built mapping within project folders. • Iden�fies non-compliance issues associated with specifica�ons and inspected construc�on areas and informs appropriate par�es of lack of compliance with City standards. • Coordinates water ac�vi�es in the public right-of-way with other City departments as well as outside agencies and the public when necessary. • Manages the distribu�on model for design and analysis func�ons. • Interprets survey data. Updated: March 2024 • Meets with contractors, engineers, and u�lity representa�ves regarding work within the public right-of-way. • Assists distribu�on and customer service staff on projects, as assigned. • Reviews shop drawings related to construc�on projects. • Works with GIS Coordinator to maintain system features, security, and hardware. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and two years of related experience; or four years of related experience and/or equivalent combination of education and experience. Degree in GIS, Civil/Construction Engineering Technology, or related. Experience working with GIS and GIS web app development. • Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. Knowledge, Skills, and Abili�es • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to read and interpret maps, survey data and engineering design notes, as well as legal descrip�ons, documenta�on manuals, professional journals, technical procedures, or governmental regula�ons. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge of basic civil engineering principles. • Knowledge of basic construc�on methods, materials, plans and specifica�ons. • Knowledge of basic u�lity asset management. • Knowledge of basic water system engineering design basics. • Knowledge of GPS equipment and data collec�on techniques and standards. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook) and CAD, GIS online applica�ons, desktop database management, ESRI, Arc GIS Pla�orm, Python and Arcade programming. • Skills in mathema�cs and spa�al rela�ons.
