Job Summary
Maintains and coordinates integral City applica�ons designed to support internal and/or
external users. Ensures availability, reliability and op�mal performance. Plans, communicates
and analyzes so�ware status with management as well as end users. Provides technical
assistance and training to system users and coordinates City-wide training. Coordinates internal
customer issues, applica�on errors, applica�on upgrades, enhancement requests and new
module implementa�on.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Manages all system applica�ons residing on the City network, or interfacing with the city
network, including Laserfiche, Project Dox and Munis.
• Tests and debugs coding for new and exis�ng system applica�on programs.
• Creates and manages applica�on interfaces and repor�ng.
• Manages Microso� SQL SSRS repor�ng environment.
• Interacts with system users and analyzes user needs, builds a knowledge base of each
internal customer's needs and objec�ves.
• Manages day-to-day Tyler Technologies interac�on.
• Leads internal applica�on teams/task forces.
• Complies with and helps to promote and enforce standard policies and procedures.
• Designs solu�ons including developing new programs and revising exis�ng applica�ons.
• Serves as liaison between vendors and City staff, inves�gates and resolves applica�on
bugs/changes.
• Troubleshoots daily opera�ons, including fixing bad programs, recovering from user
errors and equipment failures and resolving systems problems when related to
applica�on failure.
• Installs system so�ware and performs system upgrades as needed; develops, monitors
and maintains system management tools to monitor the overall health of the opera�ng
system.
• Develops and maintains system documenta�on including providing user procedures and
maintenance trails for support staff.

• Develops and presents training programs for users and provides instruc�ons for support
staff.
• Maintains awareness of new and emerging technologies and their poten�al applica�on.
• Maintains system and end user permission levels and workflow se�ngs.
• Contributes to the evalua�on, pricing, purchase, and maintenance of packages so�ware.
• Performs on call rota�on for ITS and answers ques�ons for a 24/7 desktop support help
line.
• Works with and protects sensi�ve informa�on rela�ng to various applica�ons and
projects within the City.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs all other related du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on; or four years of related
experience and/or equivalent combina�on of educa�on and experience. Degree in
Computer Science. Experience in computer programming or related.
• Laserfiche Gold Certification during first six months of hire. Must pass criminal
background check.

• Bachelor’s degree from an accredited educa�onal ins�tu�on and one year of related
experience; or five years of related experience and/or equivalent combina�on of
educa�on and experience. Experience in data processing, repor�ng and management,
and use of Laserfiche and modules.
Knowledge, Skills, and Abili�es
• Ability to add, subtract, mul�ply, and divide in all units of measure, using whole
numbers, common frac�ons, and decimals, ability to compute rate, ra�o, and percent.
• Ability to analyze complex informa�on service needs and document and present
recommenda�ons and/or programs.
• Ability to effec�vely present informa�on and respond to ques�ons from groups of
managers, clients, customers, and the general public.
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or
schedule form.
• Ability to read and understand technical materials, reports and journals.
• Ability to reliably and predictably carry out du�es.
• Ability to solve prac�cal problems and deal with a variety of concrete variables in
situa�ons where only limited standardiza�on exists.
• Ability to write reports, technical reports, and procedure manuals.
• Knowledge of and skills in City informa�on opera�ng systems and programming.
• Knowledge of applica�on programming, database and system design.

• Knowledge of so�ware and programming languages, Visual Basic, Access and SQL server,
skill in use of Laserfiche and Microso� Office – (Word, Excel, Outlook).
• Skill in use of Internet, Intranet, Extranet and client/server architectures.
Supervision
No supervision of direct reports.

The noise level in the work environment is usually moderate. Duties are generally performed in

social situations and significant work pace pressure.
