Job Summary
Prepares, maintains and updates public infrastructure asset maps, plats, graphics, sta�s�cs, web
applica�ons and presenta�on materials with extensive use of geographic informa�on (GIS) and
asset management systems. Use global posi�oning system (GPS) instruments to collect u�lity
infrastructure data and train others in the use of basic GPS data collec�on. Under general
direc�on, conducts on-site inspec�ons of public infrastructure for data collec�on, verifica�on
and other uses. Assists with the management of the City’s asset management system to aid in
project analysis, design and construc�on. Tracks public infrastructure construc�on projects and
coordinates informa�on to be included in the City’s asset management system.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• U�lizes GIS and the City’s asset management system to produce accurate maps, web
applica�ons, plans and graphics.
• Trains others in the basic use of GIS and asset management applica�ons.
• Updates and creates GIS and asset management maps and applica�ons as needed from
as-built provided drawings or CAD files.
• Establishes standards and procedures to organize and maintain public infrastructure
records.
• Collects GPS informa�on on u�li�es and use within GIS and asset management systems.
• Trains others in the basic use of GPS equipment.
• Manages public infrastructure asset inventory and other associated asset data within
asset management so�ware and GIS.
• Tracks public infrastructure construc�on, including as-built mapping.
• Coordinates ac�vi�es in the public right-of-way with other City departments, outside
agencies, the public and others when necessary.
• Assists in the management of the asset management system for design and analysis
func�ons.
• Assists other staff on projects, as assigned.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.

Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution; or four years of related
experience and/or equivalent combination of education and experience. Degree in GIS,
Civil/Construction Engineering Technology, or related. Experience working with GIS or
asset management software.
• Valid State of Iowa driver's license with sa�sfactory driving record. Must be 18 years of
age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and one year of related
experience; or five years of related experience and/or equivalent combination of
education and experience. Experience with construction, construction inspection,
engineering drafting or related.
Knowledge, Skills, and Abili�es
• Ability to apply concepts such as frac�ons, percentages, ra�os, and propor�ons to
prac�cal situa�ons.
• Ability to effec�vely present informa�on and respond to ques�ons from groups of
managers, City staff, customers, and the general public.
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or
schedule form.
• Ability to read and interpret maps, survey data and engineering design notes, as well as
legal descrip�ons and documenta�on manuals.
• Ability to read, analyze, and interpret general business periodicals, professional journals,
technical procedures, or governmental regula�ons.
• Ability to solve prac�cal problems and deal with a variety of concrete variables.
• Ability to work with mathema�cal concepts such as probability and sta�s�cal inference,
and fundamentals of plane and solid geometry and trigonometry.
• Ability to write reports, business correspondence, and procedure manuals.
• Knowledge of civil engineering principles.
• Knowledge of computer opera�ons and CAD.
• Knowledge of construc�on methods, materials, plans and specifica�ons.
• Knowledge of GIS or asset management online applica�ons, desktop database
management.
• Knowledge of GPS equipment and data collec�on techniques and standards.
• Knowledge of public infrastructure engineering design basics.
• Knowledge of u�lity asset management.
• Skill in interpersonal and public rela�ons.
• Skill in mathema�cs and spa�al rela�ons.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,

While performing the duties of this job, the employee is regularly exposed to moving

condition, dampness, direct sunlight, dust, pollen, insect stings, and animals. The noise level in
the work environment is usually loud. Involves moderate exposure to dangerous situations.
