Comment: This project will include installing DIP water main along the
south side of Muscatine Avenue from 1St Avenue to Arthur Street. The
project also includes installation of new water services, removal and
replacement of pavement, driveway, and sidewalk, and other associated
improvements. The estimated construction cost is $525,000 and will be
funded with Water revenues.

Comment: This project involves the reconstruction of Sycamore
Street from Langenberg Avenue to Burns Avenue and pavement repair
from Burns Avenue to US Hwy. 6. The project includes new pavement,
storm sewer, and sidewalk along Sycamore Street. The estimated
construction cost is $2,233,000 and will be funded with $126,795 from
`~ ~ Subdivision Development fees and the remaining costs from General
~a~ ~-~~~ Obligation bond proceeds.

MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF
IOWA CITY AND JOHNSON COUNTY, IOWA, REGARDING THE
ANNEXATION OF CERTAIN LAND PORTIONS OF THE SHOWER'S
ADDITION.
Comment: This Memorandum of Understanding acknowledges the City
intention to annex those portions of the Shower's Addition that remain in
the County once the land is cleared of all structures and the City
acquires the land pursuant to the purchase agreement approved by the
City Council in 2007. Community Disaster Grant funds will be used to
clear the land of flood-damaged structures.

Commission recommended approval of this rezoning subject to conditions
regarding landscape screening, buffering and lighting. Staff recommended
approval in a report dated January 7. Approval will allow this property to be
developed with intensive commercial uses, such as vehicle sales, and related
uses. Applicant requests expedited action.

CONSIDER A~RESOLUTION DETERMINING THE NECESSITY AND SETTING
DATES OF A CONSULTATION AND A PUBLIC HEARING FOR APRIL 27, 2010 ON
A PROPOSED MOSS GREEN URBAN VILLAGE URBAN RENEWAL PLAN FOR A
PROPOSED URBAN RENEWAL AREA IN THE CITY OF IOWA CITY, IOWA
Comment: The proposed resolution states that the Council has reasonable cause to
believe that the proposed Moss Green Urban Village urban renewal area satisfies the
eligibility criteria for designation as an urban renewal area under Iowa law. The
resolution sets the date for a consultation between the taxing entities and notes proper
notice and copies of the plan have been provided to such entities, confirms the plan
has been duly submitted to the Planning and Zoning Commission for its
recommendations, acknowledges the necessity of obtaining consent from owners of
agricultural land for inclusion in the plan and sets the public hearing on the proposed
urban renewal plan for April 27th. The resolution also provides for publication and
dissemination of the notice of the public hearing. Staff memorandum included in
Council packet. Staff notes that the applicant has requested expedited consideration
of the adoption of the proposed plan and asks the public hearing be set for a special
meeting on April 16~n

ITEM 7. APPROVING AND AUTHORIZING A FORM OF LOAN AGREEMENT AND
/O - 9~- AUTHORIZING AND PROVIDING FOR THE ISSUANCE OF $15,080,000 SEWER
REVENUE REFUNDING CAPITAL LOAN NOTES, SERIES 2010A, AND PROVIDING
FOR A METHOD OF PAYMENT OF THE NOTES.
Comment: This resolution provides final authorization for the issuance of
$15,080,000 Sewer Revenue Refunding Capital Loan Notes. The Tax Exemption
Certificate sets out in detail a number of facts, promises and obligations which must be
met and agreed to by the City in order to maintain these Notes as tax exempt. The
Continuing Disclosure Certificate is being executed and delivered for the benefit of the
holders and beneficial owners of the notes and in order to comply with the Securities
Exchange Commission (SEC) rule 15c2-12(b)(5).

cost is $250,000 and will be funded with General Obligation bond proceeds.

Comment: The City of Iowa City must acquire temporary construction easements to
construct the 2010 Sidewalk Infill Project. This public hearing provides interested
parties the opportunity to present their views on the project and the proposed
acquisition of property rights. This project involves construction of an 8' wide sidewalk
along the south side of Rochester Avenue from Larch Lane to Amhurst Street,
construction of a 4' wide sidewalk along the east side of Dubuque Road from North
Dodge Street to Bristol Drive, and on the west side of Bristol Drive to the proposed

Comment: The City Code presently provides that the City may issue six permits for
mobile vendors in city plaza and two permits on Iowa Avenue. Because vendors prefer
to be located on city plaza due to more "foot traffic," this ordinance provides that all
eight vendors may be on city plaza. The City Code also requires that vendors operate
during certain hours. The ordinance decreases the minimum number of hours because
vendors report limited sales during these times.

Comment: The JECC Executive Director has selected a candidate and negotiated terms
of employment for aSystems/Network Analyst of the JECC. As one of the first three
employees to be hired by the JECC, under this Agreement, the Systems/Network analyst
will be employed by the City commencing March 29, 2010 until June 30, 2010, after
which this position will be exclusively employed by JECC. This Agreement outlines the
terms and conditions of the Systems/Network Analyst's employment by the City and the
JECC, respectively, including wages, fringe benefits, bases for termination, JECC liability
and insurance to be carried by the JECC during the Analyst's employment by the City.

Comment: JECC and the City entered into a contract for at will employment with Mike
Sullivan for the purpose of employing him as Executive Director of JECC effective
February 23, 2009. Pursuant to the initial contract and first amendment, for
administrative purposes, Sullivan is employed as a City employee until March 31, 2010.
JECC and the City now wish to extend the Executive Director's term of city employment
under said amended contract until June 30, 2010, to provide additional time to get
information technology systems in place and to enable the hiring of additional personnel.
As of July 1, 2010, Executive Director Sullivan will be employed exclusively by JECC.

Director's term of city employment under said contract until June 30, 2010, to provide
additional time and assistance to get information technology systems in place and to
enable the hiring of additional personnel. As of July 1, 2010, Associate Director Jones
will be employed exclusively by JECC. This amendment also provides for an annual
salary increase from $70,000 to $73,500 effective March 8, 2010.
